New MessageTypeRouter needed

Implement TRUNK-362 in this module, but add in the following features:

• create a scheduled task to mimic the existing HL7 processor one
• turn off the existing HL7 processor scheduled task (or at least tell the admin to)
• upon firing the new scheduled task,
  • if a dirty bit is set, grok all of the currently-loaded modules for XML beans designed to register HL7 processors and register them in the new router
  • process all current HL7s in the queue

Expected changes to the code:

• create AdvancedProcessHL7InQueueTask w/ tests
• register it automatically as a scheduled task
• attempt to turn off existing HL7 scheduled task?
• add HL7ValueGroupsModuleActivator.contextRefreshed() method to ...
  • v0.1 -- grab latest registrations from existing router into custom router
  • v0.2 -- look for HL7 registration beans in all modules and register them to the custom router

• AdvancedProcessHL7InQueueTask
• all subsequent code needed to ensure use of a new router
• new configuration for initializing the HL7ValueGroupsService bean

next step is adding the custom router, configuring the module to use it and unit tests
