confront problems while installing infercna

it depends on scalop, which does who knows what and probably shouldnt be a dependency based on the code itself, which issues a fatal error on install for any version of R > 4. Since the package also requires 3.5, basically the software only works (if it works at all) for 3.6 - 3.9
