The server should run nat_transversal?

Hi, I have a question about running this program, I hope that you can give me answer.
When i run nat_transversal on the side Client, it cannot connect the punch server, like that:
NAT type: symmetric NAT external address: 58.59.70.122:7788 failed to connect to punch server failed to enroll
Should I run nat_transversal on the side punch_server ?
