Lots of allocations / frees during compilation

The way to eliminate that would be to ship the hyphenation resources in precompiled for (as we do on other platforms) instead of raw .dic files. But there'd be some impact (I'm not sure offhand how much) on package size. See https://searchfox.org/firefox-main/rev/a71a17c837d036576a7ce75ae3469887fdb77297/intl/locales/moz.build#7-13.

Ah I see. I'll put it on my list to file a bug about that.

However I'd like to still fix some of the allocations here, they're easy to avoid.

I was able to improve the total time by 2.5x but I was hoping for more. I agree now that shipping precompiled files is the way to go.

Certainly agree that improving the compilation performance is desirable, though it wasn't originally a focus (my assumption at the start was that it'd be a build-time operation rather than run-time).
I'll try to look through the PR soon -- thanks a bunch for posting this!
