Elasticsearch scale down of data role not scaling down

Is this a BUG REPORT or FEATURE REQUEST?:

What happened:

Changed number of replicas for a data role nodes in elasticsearch from 5 to 4. Nothing happened and cluster has been in green status with nothing exceptional.

What you expected to happen:

Replicas were start migrating from node and then scale down of statefulset.

How to reproduce it (as minimally and precisely as possible):

Create cluster with replicas in data (data in elasticsearch). Change number of node in data role down 1.

Anything else we need to know?: Using 0.1.0 release

Environment:
