Provide a debug build of the native Mapnik

It's really convenient that you have provided a link to the binary version of the native Mapnik at https://github.com/jbrwn/NET-Mapnik/blob/master/lib/readme.md so that users don't have to build it themselves. Would it be possible to upload a debug build of the same version?

@ddobrev there are no debug builds of native mapnik available.
We stopped creating them as Visual Studio/MSBuild constantly crashed during debug builds.

If you want to try for yourself a starting point would be to remove this check in mapbox/windows-builds.

Although you would have to make sure that all dependencies build in debug mode too.
They haven't gotten any love recently so this might be quite an undertaking.
