Provide SDK stubs in Python, Rust, and JavaScript for interacting with the dual-blockchain infrastructure.
Acceptance Criteria
- Python SDK stub: submit evaluation, query history, verify transaction
- Rust SDK stub: same operations for Abigail/SAO integration
- JavaScript SDK stub: same operations for web frontends
- API documentation for each SDK
- Published to respective package registries (or documented install path)
