Finalize the production Docker deployment with monitoring, logging, and operational readiness.

Acceptance Criteria

• Full stack deployment: SAO, Ethical_AI_Reg, PostgreSQL, blockchain nodes
• Health check endpoints on all services
• Structured logging aggregation
• Resource limits and restart policies
• TLS termination for external traffic
• Deployment documentation complete
• Rollback procedures documented
