On MacOS 10.13, does not create config on install, does not index library

Installation completed without errors using Homebrew Python 3.7.5, using local storage as the source. At the end of install I get this message:

Initializing local index...
Synchronized 0 items.

However, the ~/.config/zotcli folder has not been created, and queries do not return any results.
