So, there's a bunch of different counting peculiarities. Some places skip an overvote, some exhaust the ballot at that point. In Maine, an undervote is skipped BUT if there's two undervotes in a row then the ballot is exhausted. I think the correct move is going to be to edit each CVR into a "functional" ballot after applying whichever set of rules is relevant, then using the same counting process across all methods.
