Issues listed in "Issues Encountered" should show issue titles

Currently we just get opaque issue URLs. Not as easy to skim as if we showed an issue title or even a nice detailed rendering of the issue a la https://issuesof.net

I agree that would be a much nicer experience.

I don't think that querying them in real time will produce a good experience though (perf wise). Likely need to cache the titles in the DB and surface that here.
