Ran into "TODO multiple max tie breaking" #3
Description
Today, I ran into the error "TODO TODO multiple max tie breaking". I would like to contribute and fix this (and possibly other TODOs), but do not find a reference to that in the Paper by Rainforth and Wood.
Could you please give provide a reference to this? Thanks!
