add option to set S3 objects (installer, clip) to world-readable

Currently the default is to not make the object world readable, but often the user wants to "publish" to the world, without necessarily giving world read permissions to the entire bucket.

Workaround is to go into S3Browser or AWS console or AWS CLI and set the object's read permissions manually.
