Update Current Powerscore Backend to Web Server

We need to update our current backend code into a long running service/web server to be hosted on a windows machine. These changes will include:

1. Updating the current main method to start as a web server like the PowerPlay backend.
2. Refactor the data serialization code into a longer running service that can be started and stopped.
3. This new web server will need to be connected to an message/event bus of some kind to publish and subscribe to events that will go to multiple handlers, including an iPad app and the PowerPlay backend.

How does this issue relate to #9? Is it blocked by it? There seems to be some overlap. @BoyceWhite I am confusion please help
