Excluder is not used by Commodities intel tab

Hello, i tried to exclude a faction (i am not the author), so i added the file data/exclude/market_by_faction.csv and added:

id
HIVER

but everything still shows up like normal, any idea?

Yes it is about the commodities tab.

Stelmod now respects excluder files, updated README with instructions where to put the related config.
