The platform uses GO Feature Flag (GOFF) to gate tool availability both at initialization and at runtime:
- Init‑time gating: disabled tools are not registered by the registry
- Runtime gating: already registered tools can be disabled without restart;
InvokeTooldenies calls when disabled
