List + enable/disable each location provider

We can display what available location providers the device has.
They can be enabled/disabled with a checkbox.
Re-orderable list/drag & drop.

Logic:

• Normal operation: loop through sequentially, get the first location
• High accuracy: request all enabled, return the most accurate

Also we should send the provider that was used in location metadata.
