Can't get registry work on windows

I can't get registry run on windows. Here are my steps.

1. cd docker-mesos-infra
2. run vagrant up registry.
3. ping 192.168.33.19, OK
4. Ssh to registry. But there are no docker running.

Then I ssh to the registry server. The docker is not running.
vagrant@registry:~$ service docker status
docker stop/waiting

I tried to start/restart, doesn't work.

But looks like I can start docker by sudo docker -d
