Move upload/download executables to hsbencher-fusion

There's a stray right now which is hsbencher-fusion-fetch which ended up in the hsbencher-tool repository.

We can also combine these executables. There's no reason that "hsbencher-fusion" can't expose one executable with different mode flags.
