Add Support for iOS 16

First, thank you for developing the StopShortcutsNotifications tweak. It's been incredibly helpful in suppressing unwanted Shortcuts notifications on earlier iOS versions.

I wanted to inquire about the possibility of updating the tweak to support iOS 16. Since the release of iOS 16, many users have reported that previous methods for disabling Shortcuts notifications no longer work. For instance, attempts to turn off notifications via Screen Time settings are ineffective, and the Shortcuts app continues to display notification banners upon automation execution.

Given these changes, an updated version of StopShortcutsNotifications compatible with iOS 16 would be immensely beneficial to the community.

If you're open to contributions, I'd be happy to assist in testing or development to help bring iOS 16 support to this tweak.
