httpbin.org is unstable and CI fails

Failing to run tests increases the burden on maintainers, so a compatible alternative must be provided.

The following Go language tools appear to be compatible with httpbin.org:

The following Rust language tools also appear to be compatible with httpbin.org, but they are not maintained and fail to build:

https://github.com/duskmoon314/httpbin-rs

There are several other similar tools, but go-httpbin only uses the standard library, and considering that it is likely to be easy to build in the future, it seems best to adopt go-httpbin.

The problem is that they don't provide static binaries to make testing easier, but I've started working on a static binary release in the following repository:

If it is merged, the binary from the origin repository will be used; if it is not merged, the binary from the fork repository will be used.
