GPIO Monitor Node

Monitors buttons, switches, E-stop, voltage, etc. and outputs their status.
Takes in LED statuses and turns those off and on.

As per the diagram, your output should be a message on topic /gpio/inputs of type yeti_snowplow/gpio_inputs. This will be a message you make with a few generic things like switch1 and button2 but also have specific things for stuff we've decided on so far: estop, voltage1, voltage2. All the state-based inputs should be bools and the voltages should be int16s. The node should also listen on the the /gpio/leds topic of type yeti_snowplow/gpio_leds. This will be a similar setup, with a few generic fields for led1, led2, etc. and one for estop, all type bool.
