Port Arduino comm

We need to port the arduino comm to work with the arduino. This should probobly be made fairly modular, although we need to discuss what the ardunio should really do first. At the least, we can publish to the battery topic, which the nav stack can take into account.

My current thought is to make a generic arduino comm node, and then make another node called kohm_aux that sends messages from ros to the ardunio via the node. This is also where we can do fun things like tts and noises as well.

Unless we have extra time somehow, I'm pushing this off for the future
