Rework exe/zip packing to produce cleaner, more reliable exports

The exported EXE seems not to work right now at all
The exported ZIP gives you a messy archive

Rework both into a separate PACK stage and BUNDLE (exe or zip) stage.

PACK stage will be responsible for moving things around to clean up the eventual import and put everything into the data archive.
