feat: unordered concurrency for test scripts

Test can run faster if we allow concurrency where we don't test in dependency order

Describe the solution you'd like
The current concurrency control for run make sure that we run in the right order. However for some scripts, like testing this should not be needed. I propose another option, like ordered: false to run the script in all projects without thinking about order and dependency
