Check server panics when having smaller target-init-balance

• Check server panics when having smaller target-init-balance size (e.g. 20000000) and a larger amount of IOTA (1000 IOTA as 5 coins, each 200 IOTA).
  • the quick fix for this may mess up the counted coins, and we're still not sure about the cause, so investigation is needed
  • also interesting, and possibly making the issue a bit less important: it only happens for me, when not building release mode, but honestly not sure, if we could reach the situation with some rarer edge cases as well
