Additional Windows and OSX CI test variants and collectable artifacts

The Guibot project already supports Windows and OSX but doesn't have any CI test variants for these, just for major Debian-based and RHEL-based distros of multiple versions using Docker. We have to extend to these variants too (possibly without docker but using GH Actions's newly available environments) in order to better validate its stability on these systems.

We will also have to collect built packages as artifacts from all these and previous distro variants. At the very least RPM-s and DEB-s must be offered via links for download.

Hi @gbladislau have you had the chance to research the OSX/Windows variants? We mentioned last that this issue will be closed by that pull request, should this still be the case?

I believe we should separate the issues, since there we are doing more of a push of artifacts and here we would implement new packaging scripts. That way we can close the other issue and keep this one alive for next steps.

Ok, I have unliked the automation with the pull request so that we will be able to merge it without closing this issue.

Note that PR #82 closed a part of this issue, we now have windows in our CI
