post-enhancement: add experiment from collaboration data

Create a workflow task to add experiment information based on collaboration information (if possible) which could be added to POSTENHANCE_RECORD for HEP records.

Expected Behavior

Often the collaboration is contained in the metadata but the experiment is not while the connection between is in principle stored in the EXPERIMENTS database. The task could use that information to enrich the record's metadata.
