No forward conversion possible for certain codes

Not sure if this is by design: I cannot concord certain codes forward, e.g. from HS4 to HS5. According to the HS Tracker, this example seems to be a product group that was mapped to multiple new codes in HS5. I am able to get a description for the HS4 entry but cannot convert it to HS5.

Thanks for flagging this. Our HS concordances are currently based on UN Stats official concordance tables https://unstats.un.org/unsd/trade/classifications/correspondence-tables.asp. See specific cleaning code for HS5 to HS4 here <data-raw/clean-hs.R>. Looking at the UN Stats raw data, I see that HS 2017 690721, 690722, 690723, etc. are linked to HS 2012 690790, as opposed to HS Tracker's 690890. Similarly, HS 2017 401180 is linked to HS 2012 401194, as opposed to HS Tracker's 401163. The concordance differences are causing the issues you find. It might be worth checking the underlying concordance sources behind WTO's HS Tracker. If they are more accurate, please let us know.
