Not sure if this is by design: I cannot concord certain codes forward, e.g. from HS4 to HS5. According to the HS Tracker, this example seems to be a product group that was mapped to multiple new codes in HS5. I am able to get a description for the HS4 entry but cannot convert it to HS5.
