Contexts and bin type #5

The bin struct will be the first context implemented and as such will need whatever fundamentals should be implemented for contexts.
If it's simple to do, should probably also implement the size struct to support bin's size locator key. If not, can temporarily makes it a number until size is implemented.
Bin is both a BinaryFile and a Value whose data is of Python type bytes.
