You may use Task Scheduler to trigger the task at each sign-in

Go run shell:startup to open the folder and create a shotcut for the energystar.exe in the folder like this(DO NOT JUST DRUG THE WHOLE RUNNING FOLDER IN IT ):

I have implemented this feature in my project. There are also a GUI and some small enhancements.
