Question about the qrels(BEIR-QRELS-RS.txt and BEIR-QRELS-RM.txt)

I would like to ask what is the meaning of Resource Selection qrels and Resource Merging qrels in dataset/qrels, how are they generated, how can we use it for what tasks?
