Supports builds of `.whl` files that can be installed via pip

Description:

The CEBL build system should support the creation of `.whl` files that can easily be installed via pip.

Acceptance criterion:

*  `setup.py` can build a full `.whl` file
*  latest wheel is posted on website for easy installation
