• reward based on trust verification level

• Write program to allocate reward amount
  -- 25,000 $Buiilder allocated to Treasury
  -- Record verification reward of user address
  -- Users can view their monthly reward
  -- Issued every month, vote on changes each month.

• verify by the 12th February to recieve reward for the current month
  -- can see successive months and total reward
  -- receive %APR for each successive month without mint

• mint only when the reward is more valuable than the fee
  -- incentives for early birds
