Add balloon limit

It's possible that we don't have enough number of balloons in stock.

Maybe our tool should manage such cases.

Should the behavior be configurable? Suggested ways to resolve:

• issue balloon of some another available color such (preferably one that team doesn't have yet)
• issue fallback color
• do not issue anything
