Allow migration without requiring final schema #54
Description
For test purposes, it would be nice if we could migrate data part way, by specifying a final version, even if we don't have the final API schema available. We don't really need the final schema for anything other than an extra consistency check. Thus it should be easy enough to make the final schema argument to migrateDataDump optional.
