Put `stream`ed Parameters in their Own Section?

We document them in the `Parameter` section, but I think they should be featured more prominently, probably with their own section that can be linked to. Note that we already have a separate section for tagged parameter.

Other than this section, all mention of them is in the C# mapping sections.
