Add a view-change protocol in case of disputes for enhanced fail-over capability

Issue:
The current implementation does not offer a view-change to change the validators of a round in case a dispute arises that can halt the operation in case of disputes.

Solution:
Add a view-change to change the round's primary and/or validators so that a new view-change can be used to resolve the dispute.
