ban command

• ban command with smth like &ban uid "reason"
• custom reasons so if we type &ban uid compromised it autocompletes the reason for us
• send message to user with ban reason and link to appeals server
• ban command should delete users past hour of messages

kick command

• kick command with &kick uid "reason"
• send message to user with kick reason and link to rejoin ibo
