migrate/upgrade command or step

configs are tied to specific versions of hypha, when binaries are updates, some configs might lack fields or need updated values. something that some sort of migrate/upgrade commend could help with, potentially even automated.

related to #161 as a wizard for such upgrades would probably be even more valuable than for initial setup.
