feature: start-routing and stop-routing scripts #854
Description
Configurable and editable lists of routers for indirect nodes are coming, and nodes should be able to affirmatively choose to serve as routers or not (default is not, so existing default routers should be upgraded first (perhaps with a default on version? or allow a launch flag?)
A new pair of terminal scripts (start-routing and stop-routing) will set internal state, and that state will be required when routing requests are handled.
This could be handled with existing startup flags but that would require restarts, and we handle similar features (like serving as a cache source) with runtime scripts.
