Make drafts and published post lists consistent in pub dashboard

Description

Search, View and Sort controls are not consistently visible in the dashboard tabs

Steps to Reproduce

1. Go to Publication Dashboard > Drafts tab
2. Notice Search, View and Sort controls visible, top-right
3. Go to Publication Dashboard > Published tab
4. Notice controls no longer visible, top-right

Expected Behaviour

Controls are visible in the dashboard tabs

Actual Behaviour

Controls are not consistently visible in the dashboard tabs

Hmm yeah I think this is b/c we handle drafts (= leaflet docs) and published posts differently, where the latter feels more 'fixed'. But I can see these options (especially search) useful for published too!

@cyberspaceline ideas for how to handle here? I think I wouldn't mind if we just treat published items here the same as we do on home, and default to opening editable post, but not sure… If we do that we could make the dot menus consistent too when we do delete/archive stuff…could also add the 'copy published link' option there!

Hmm… we certainly should also sort the published list, it’s just that it’ll take a little rejiggering to get it working… I’ll add it to the todo list, hopefully we can get to it soon
