Marketing Checkbox Enhancement

Description: #549 introduced a checkbox to notify marketing of internal content that could potentially be repurposed as a marketing post. This ticket is an enhancement on V1 for 2 amendments:

1. The Checkbox/toggle should be available on the frontend editor. It is currently available in block editor and the dashboard.

2. The functionality to notify the #marketing-communications slack channel should not use the Altis workflows feature. The checkbox/toggle currently relies on workflows for this notification. Workflows cannot be activated at a network level which means the user is required to set it up for individual H2s. This is not scalable. The checkbox feature is intended to work across all H2s on the network and therefore needs to rely on a solution other than workflows to notify the slack channel.

The work for the checkbox in the frontend editor was started by Dzikri here #550 and could be the jump off point for the engineer assigned to this issue.

Could we look at exposing a CLI command which would configure this across the network, instead of finding a different solution?
