Disallow reopen on merged PR's #361
Description
When attempting to reopen a merged Pull Request on HuBoard, the request to reopen fails with 422 Unprocessable Entity due to this being an illegal operation in GitHub (A revert is required, which the GH API does not yet support)
The reopen prompt should be disabled for issues in the state.
