Error running agent cpu help

When running agent_cpu from docker I get no response. Then to query if the agent is running and getting the help menu I query the `agent cpu` and get this error:
```
docker exec cosmos_core agent cpu
terminate called after throwing an instance of 'std::logic_error'

```
