Leverate ConfigHive when possible

Module ConfigHive can be used to configure settings that users can override. Leverage the usage of this module when available to allow for user configuration changes.
Since ConfigHive depends on xUtility (for retry and caching cmdlets), xUtility cannot list ConfigHive as dependency (although it can be installed) to avoid circular dependencies, additionally special care should be taken with retry and caching cmdlets to avoid call loops
