Missing stellar.h and stellar_params.h header files? #3

Hi,
Thank you for your great work on this project.
While building the software in the stellar repository, I encountered an issue with missing header files. The Makefile references stellar.h and stellar_params.h, but these files do not appear to be in the repository. If I understand correctly, they were supposed to be located in stellar/software/include, but I couldn't find them.
Could you please clarify where these files can be found or how they are generated?
I would really appreciate your help.
Additionally, I have another question:
Is Stellar tested using Verilator instead of VCS?
