Bus scan after 230V power failure?

what happens in the event of a 230V power failure and power recovery? then does the bus scan have to be carried out?

In my case it automatically connects to the esp32, even if the bus scan failed before the power failure.
I use a smart plug to turn the 230V off and on again after OTA updates ;)
