[Feature]: 技能标签是否考虑可以缓存和复用，以及hicoding添加skill/mcp的搜索功能

Problem Statement

1、目前技能标签重复输入易出错，建议增加缓存和模糊匹配功能，提升标签管理效率，避免同义不同形的标签混乱。
2、HiCoding界面，当skill或者mcp多了之后，让用户自己去滚动选择，简直就是灾难。

然后在categories下，由于现在没有提供二级标签/目录，那就需要通过技能标签，区分专业领域或者工具类型的标签，例如linux、ubuntu、windows这类按照操作系统区分的标签，或者office、photo、video这类根据办公属性区分的标签
