Upgrade Hexa-OPA Plugin to Support New Condition Expression Capabilities

Policy-Mapper Condition Expressions have been enhanced to support Arrays, Dates, Boolean, Numerics, Strings, etc. This eliminates issues where a String might be confused as an undefined variable.  New support for IN clause and Array comparisons.  Better support for sub-attribute path structures and entity typing.
